They don't have to be artistically amazing, but I think they should at least be functional and clear. I think title screens are pretty important they're the first thing a user sees when booting the game. Originally the character "wobbled" slowly but I had a tester complain of motion sickness, so I decided to keep it still. The latest version has been rewritten to accommodate some of the new features, such as Splash Screen, and to make provision for my Q-Engine Core plugin (released later this year). Way to Remove Options from Title/Menu I literally just went through every built in JavaScript file in RPG Maker MV and removed all calls and definitions for SceneOptions and the Option Command yet when I start my playtest (Even after closing and reopening) Options still shows up on my Menu and Title screen. Given those priorities I looked at a few plugins, and went with this one. AVAILABLE The Title Screen Add-On plugin adds several features to the Title Screen (as the title suggests). My personal priority was to (1) move the options away from the mid-lower-third-window alignment onscreen (which is typical for RPG Maker games), (2) do something that got the options onscreen fast as my game's title isn't a meta-element, like it isn't "part of the game" as such, (3) I wanted it to move in a smooth, subtle way and (4) my game is chapter-based, and I want each chapter to use the same setup Chapter 1 is here and you can see how it uses the same scheme: It was done with the UPPTitlePlus plugin, which you should be able to find just by searching with that name.
